It's not just a pipe dream. The Seasteading Institute, a think-tank out of California, is working on developing sustainable cities on the world's oceans.
There is a point to be made that with the excessive over-crowding or our "regular" cities, that this was going to come down the pike in some form soon.
It'll be very interesting to see how this bit turns out...and how much will they cost.
To say these projects are ambitious is the understatement of the year.

or we could address the excessive overcrowding and not rape the available earth that's already here. even if we spread out into the oceans our natural resources will dissappear. a huge crisis is about to take place in the middle east because all of their aquifers are drying up which means no crops which means no food... god help us. if you thought New Orleans was a mess after a hurricane, imagine one of these being tossed, broken up, and turning over. Perfect storm of fucking hell. just my 2 cents. cool idea though but sounds like one of those amazingly bad inventions meant for good.
